[OpenAFS-announce] Foundation Plan draft

Hello,

As announced at the European AFS Workshop 2008 in Graz today, a draft plan 
for the proposed Foundation for OpenAFS is available.

Much thanks is due to Allison Randal, architect for the Parrot Project, 
who drafted a plan for the incorporate of the Parrot Foundation, who gave
