[OpenAFS] Release Notes for OpenAFS

Hi everybody,

it would be nice if the Release Notes displayed at openafs.org described in
plain english the improvements/fixes accompanying each release. The 
"Read the list of changes" list is rather cryptic and too generic with such
descriptions as,

* src/afsd/afsd.c: DELTA make-afsd-be-less-annoying-20010306
AUTHOR shadow@dementia.org

A more explicit description of the improvements/fixes, organized by OS's,
would really help when one needs to decide whether to upgrade or not.
