[OpenAFS] will transarc put openafs cells in their CellServDB

I was thinking more from the perspective of sites not using OpenAFS - they'd
likely never think to retrieve the OpenAFS CellServDB. Particularly if those
sites don't do their own CellServDB maintenance and simply sync with
transarcs export file.
