[OpenAFS] Mapping drives on Windows

It's a real shame that AFS's global namespace has fallen by the wayside on
Windows platforms.  I would really like to be be able to point people to a
URL

    file:///afs/mycell.com/dir/foo.txt

and have this "work" regardless of the recipient's platform.
