[OpenAFS] Error reading cell database when trying to start config wizard on NT

I just did a fresh install of AFS for NT and when I try to execute the =
Server Configuration it gives me "Cannot execute this application: library =
initialization has failed. Error: error reading cell database (0x0002C114).=
 This happens on two separate NT 4.0 servers and both are using service =
6a. I checked the Archives and the FAQ but didn't see anything. Any ideas?
