[OpenAFS] ptserver quorum

It looks like it just took a while for the quorum to form. I'll
eventually have three pt/vl/krb5 servers, for now I only have two.
It took around 10-20 minutes it feels like. Any idea what it normally
takes for two pt/vl servers to agree on a quorum?
