[OpenAFS] volserver restarting after issuing vos commands

That always happens when I issue a bos restart of fs or -all.  The
fileserver exits with code 0 and all the others exit on signal 15.  Since I
don't know any differently I thought exiting with code 0 was 'normal' for
fileserver and signal 15 was 'normal' for the others.  Should the fileserver
exit on signal 15 as well?
