[OpenAFS] releasing volumes problems...please help

Hi, i have the next problem:
 From today in the morning, we have had problems releasing volumes, when 
we try to release a volume, we get the error below:

{kronos:/afs/.gfi}% vos release testRbr
Could not lock the VLDB entry for the volume 1638171699.
u: no quorum elected
Error in vos release command.
u: no quorum elected

This error is when we try to release any volume, not just some of them, 
all!!!!
As the same, when we try to backup the cell, in the logs, we get 
messages like these:

10/06/2003 20:00:59 Waiting for quorum election
10/06/2003 20:01:04 Have established quorum
10/06/2003 21:13:48 Waiting for quorum election
10/06/2003 21:13:53 Have established quorum
10/06/2003 21:13:53 Ready to process requests at Mon Oct  6 21:13:53 2003

10/06/2003 21:14:01 Waiting for quorum election
10/06/2003 21:14:06 Waiting for quorum election
10/06/2003 21:15:57 Have established quorum
10/06/2003 21:15:58 Have established quorum

Please help us!!!!!!!!!!!
