[OpenAFS] creating multiple volumes/users at once?

I need to create volumes (presumably) for all my users.. there are
tens of thousands of user home directories at the moment (currently on
a netapp and using nfs) - is there a script or something that I can
use to automatically create volumes for all these users? Also to
create for new users on signup in a similar way?

Issuing vos create or whatever manually for so many users doesn't seem
like a good idea although as yet I haven't been able to play with afs
much so probably I missed something.

Is it actually necessary to create volumes for each user/home
directory? Is it ok to just create one massive volume (or a small
number of big volumes) and then just create directories there for
users as normal?
