Sigh - nevermind, I'm an idiot.  An empty CellServDB file does indeed 
work, no CellServDB file at all (aka an empty one copied to the wrong 
place) causes issues.  Everything works as expected, sorry for the 
noise...thanks for the education.  I'll go soak my head now...
