[OpenAFS] HELP! We 've lost our sync site

My guess is that every extant version of AFS has this bug, given that
people are reporting it in Transarc AFS as well, unless it was introduced
sometime back in the history of Transarc AFS.

If you build from source, a patch was posted to openafs-devel earlier
today.
