[OpenAFS] how to increase space

Thanks for your replies. I have created a new partition and am trying to 
copy over the old one with vos move but get the following error:

# vos move -id 536870987 -fromserver hostA -frompartition /vicepa -toserver 
hostA
-topartition /vicepd
Could not lock entry for volume 536870987
   u: no quorum elected

Does anyone know what that means?
