[OpenAFS] Force not to be the sync site problem

You are right, I forgot to restart the buserver so I got the above msg.
But after I did restart, machine1 thinks itself is the sync site, not
machine2. In My /usr/afs/etc/CellServDB, I forec machine1 not to be the
sync site, it looks to me that the buserver does not pay attention to the
"[ ]" in the CellServDB file, while the ptserver and vlserver behave as
expected. I had this problem before Jan 10 when the quorum bug show up.
