[OpenAFS] creating root.afs and root.cell

I am trying to reconfigure an OpenAFS server I set up.

When I try to create root.afs I get the following.

[root@afs-1 local]# vos create afs-1 /vicepa root.afs -cell csc.depauw.edu =
-noauth
Volume root.afs already exists
Error in vos create command.

How can I fix this (I deleted everything on /vicepa before I started)
