[OpenAFS] ubik cannot decide who is the master

 	Hi ,

 	I have a cell with two database servers. Both running 1.3.86 on 
linux. For some reason the master cannot decide that he is the master.
1.2.3.4 is the master server the one with he lowest ip
1.2.3.5 is the slave

Here is the log from the master :

and it goes on like that idefinitely

As far I can tell the slave votes correctly the master , the master 
accepts it , and then for some reason immediately calls for a reelection.

 	Any hints?
