You can examine it and modify it. The entity with a PTS UID equal to the
UID owner of a directory (or top of volume -- I don't recall if that
change has been applied to OpenAFS) has implicit "a" access and can change
the ACLs. Change the UID that owns a directory with chown, just like
anywhere else. You have to be in system:administrators to chown a file or
directory in AFS.
