AFS does not have a character-set.  The file names written to AFS use
whatever character was in use by the machine which wrote the file to
AFS.

Now in the case of the OpenAFS for Windows client there are two
different character sets you can use, the OEM code page or the ANSI code 
page associated with your locale.  The ANSI code page would be 
compatible with ISO 8859-7.

At some point I hope to get Unicode support into the OpenAFS for Windows 
client before the end of the year if I can find the appropriate 
resources to pay for it.  When that occurs, normalized utf8 will be 
stored into the AFS space by the Windows client.
