[OpenAFS] where to put NetRestrict?

I just noticed I also have this location on my fileserver - I have symbolic 
links from:

/etc/openafs/server-local/NetRestrict
/var/lib/openafs/NetRestrict

to: 

/etc/openafs/NetRestrict

The behaviour somehow seems to have changed in the past in debian packages...
