[OpenAFS] vos listpart not showing partitions?

We are in the process of migrating our AFS servers from Solaris to
RedHat.  I have build 3 servers now.  the first two I have not had any
problems with... the third I have brought up ... but if I do a vos
listpart I get 0 partitions????  The FileLog shows fs cranking up:

What am I missing?  All three systems are setup identical. RHEL4
2.6.9-42.0.2.ELsmp kernel...

Any help would be greatly appreciated...
