[OpenAFS] figuring out why a volume is "busy"

$ vos dump root.goliath.work -file root.goliath.work.dump -cell megacz.com

None of the vldb entries are locked!

$ vos listvldb -locked -cell megacz.com
  VLDB entries for all servers which are locked:
  
  Total entries: 0

How do I figure out why AFS doesn't want to dump the volume?
