[OpenAFS] Problem installing OpenAFS 1.5.78 on Windows 7 64 bit

A student here got the following error when using the 64 bit MSI
installer for OpenAFS:

Installer Information:
An error occurred during the installation of assembly
'Microsoft.VC80.MFC,type="win32",version="8.0.50727.4053",
publicKeyToken="1fc8b3b9a1e18e3b",processorArchitecture="amd64".

Installation of Network provider failed.  System error 5.

Is this an internal Windows error?  Or an OpenAFS error?
