[OpenAFS] OpenAFS 1.8.15 is available

The OpenAFS maintainers are happy to announce the availability of
OpenAFS 1.8.15.

This release includes support for Linux mainline kernels through 6.17,
begins the process of removing the generically named "lock.h" file from
/usr/include/, fixes some information-leakage scenarios in the protection
server and fileserver, fixes a few potential race conditions that could
lead to spurious errors, and other improvements.
