[AFS3-std] PTS authentication name mapping draft

I've written up a draft based on the 2004 Stockholm AFSig hackathon
discussion of the PTS alternate authentication names proposal, as
modified based on further feedback
and the 2009 Edinburgh Hackathon. Note that due to submission
deadlines, the IETF draft submission tool is unavailable until 11/9;
As such, you'll have to look at the copy in
my own web directory. Sorry. (AFS path on request, if you don't
