[AFS3-std] late nomination

Hi,

With sincere apologies for technically sending a nomination after the deadline--I would respectfully request support from the registrars and electors in this special case.

In any case, I respectfully nominate Hartmut Reuter, who has expressed willingness to serve (in his retirement), and is, needless to say, highly qualified to serve as an afs3-standardization chair.
