[AFS3-std] Update on AFS SRV record draft

The Application Area ADs would like to see the SRV record draft be
standards-track, and Alexey Melnikov has completed an initial AD review
with the aim of sponsoring the draft as such.  I've prepared the changes
required to move it to the standards track and am just waiting for Alexey
to have a chance to reply to some of my questions about his initial
review.

I'll let this list know when a new draft has been published.
