[AFS3-std] byte-range file locking draft

Hi,

I have submitted an updated byte-range file locking I-D.  I've had a number of early reviewers, and appreciate their feedback.

New in this version, in particular, is the concept of share reservation, used to assert sharing and mandatory semantics independent of ordinary file locking operations.  Feedback from all interested folks is appreciated.
