[AFS3-std] New version of the 64-bit time I-D (-02)

draft-deason-afs3-type-time-02 has been posted and is available at

I apologize for the delay; this has been sitting on my hard drive for a
few weeks and I thought I had submitted it. The only thing changed
should be the names of the types as discussed. I haven't included any
new paragraph per the discussions with the ISE because honestly I am
rather confused as to what is going on there and who/what we are waiting
on.
