[AFS3-std] Voting Results

Sorry for the slow response on this.
One vote was from late last night and received this morning,
and was lost in my in-box, but now included in my totals.

In addition to these 14 voters, I had received a vote from
Andrew Deason, but Hartmut had not. Since listing his vote
in my totals would not have changed the outcome, but would
have exposed his vote it will not be counted. Section 2.2.2
of the rules say: "Under no circumstances shall the nature
of individual votes be revealed."
