[AFS3-std] IBM will not re-license OpenAFS .xg files

One of the challenges that the afs3-standardization process faces with
regards to publication of documents via the RFC Editor is that IBM
applied the IBM Public License 1.0 to the OpenAFS .xg files.  As a
result, document authors/editors are unable to include RPC
specifications that are derived from IBM's .xg files since the IBM
Public License 1.0 does not meet the requirement that all code snippets
be licensed under the "Simplified BSD License".

A request was submitted to IBM's Intellectual Property lawyers
requesting that the .xg files and several other portions of OpenAFS be
licensed under something other than the IBM Public License 1.0.  That
request has been denied.  IBM is unable to perform the necessary legal
review of the OpenAFS DeveloperWorks distribution to determine which
files may have been inappropriately licensed.

This decision is unfortunate although not entirely unexpected.  It was
difficult for IBM to perform the review in 2000.  Twelve years later too
much knowledge has been lost.
