[AFS3-std] 2014 Elections Process and Call for Nominations

This message serves as a call for nominations for candidates to
serve as chairs of the afs3-standardization group.  Please read on
for details on how the process will work and how to register your
nomination(s).

Since this group has yet to formally adopt a permanent charter, I am
assuming that we are still operating under the process described in
draft-wilkinson-afs3-standardisation-00.txt.  The elections process is
described in section 2.2.2 of that document.

The current chairs are Michael Meffie and myself; Mike's term ends
this year, and mine a year from now.  The normal process calls for the
existing chairs, including the outgoing chair, to act as vote-takers.
However, candidates cannot act as vote-takers, and I believe Mike has
agreed to run for re-election.  Under our current process, this would
leave me as the only vote-taker.

In order to avoid single points of failure in the process, I would like
to ask the group to authorize me to appoint Chaskiel Grundman as a
backup vote-taker.  In that role, he would receive copies of all votes,
but would report results only if no other vote-taker is available, or
at his discretion, if he believes there is a discrepancy.  

This message serves as a consensus call on this question, to expire
on August 25, at the same time nominations close.

Regardless of the outcome of this question, if Mike is not nominated
or chooses not to run, he will serve as a vote-taker.

Consistent with the constraints described in section 2.2.2, this
election will proceed along the following timeline:

Jul  1  Eligibility Cutoff (see below)
Aug  6  Call for nominations
Aug 25  Nominations close - 23:59 UTC
Sep  1  Call for votes
Sep 15  Voting closes     - 23:59 UTC
Sep 22  Results announced
Oct  1  New chair takes office

Eligibility to vote is determined by those who are subscribed to, or
have posted to, the standardisation group during the time period from
the 1st of June to the 1st July of the appropriate year.  There were
no new subscriptions and no one unsubscribed during June or since.
There were also no posts during June.  Therefore, the list of eligible
voters is the same as the current list of subscribers, which has been
reproduced below.  Note that while some voters may be listed with
multiple email addresses, the rule is that each person gets one vote,
no matter how many addresses are subscribed.  Additionally, only people
may vote; archive and list exploder addresses do not get a vote.

by entering their email address and list password at the bottom of

Anyone at all may view the list of posts made during June by visiting
<http://lists.openafs.org/pipermail/afs3-standardization/2014-June/>


Nominations and seconds should be sent to the afs3-standardization
mailing
list and also directly to Michael, Chaskiel, and myself.  Any consenting
individual may be nominated, but shall be both proposed and seconded by
eligible voters.  Self-nomination is not permitted.  To reiterate,

As shown in the above timeline, nominations are open for a period of 19
days from today, ending at 23:59 UTC on August 25, 2014.  Nominations
received after that time will not be considered.
