[AFS3-std] Fwd: New Version Notification for draft-wilkinson-afs3-rxgk-afs-07.txt

The diff to the -06 is quite small.
I have implementation experience with the major portions of the spec,
which have not revealed any major issues.

I believe that this document is ready to undergo WGLC.
