[OpenAFS-announce] OpenAFS 1.2.13 released

OpenAFS 1.2.13 is now available for download from the openafs.org web
site.

In addition to the gzipped tarfile of source, binary distributions of
OpenAFS 1.2.13 are available for MacOS 10.3 as an installer, RedHat 7.3, 
8.0, 9.0, Enterprise 3.0, Fedora 1.0 as RPMs, Debian 3.0 (woody) as dpkgs, 
and Darwin/PPC 7.0, Irix 6.5, Solaris 8 and 9, Tru64 5.0a as gzipped tar 
files.

For Windows, 1.3.73 is the currently supported stable client.

The most critical change to the Unix servers is a fix to deal with Windows
clients which do establish frequent unnecessary Rx connections.
