Perl scripts from Sam Hartman for debian package cell setup; Responsibility
for modifications such that this may be able to be used otherwise is mine.

OS.pm should be per-operating system and should acquire any other OS-specific
stuff so packagers can just replace the file with something appropriate for
their OS.

Still needs a Makefile, configure work to find perl, and should also
substitute perl's path in the scripts
