Various improvements to make new rxkad build and pass the stress test:
- Removed rxi_Alloc and memcpy hacks not needed in openafs.
- Fixed build problems resulting from new prototyping work in the
  rest of openafs.
- Fixed a bug in tkt_CheckTimes (arla folks probably want this).
- Made rxkad_GetServerInfo actually return the kvno.
