Rename rxi_getAllAddrMaskMtu to rx_getAllAddrMaskMtu.

Implement rx_getAllAddrMaskMtu for Windows.

Add rx_getAllAddrMaskMtu to the libafsrpc exports list.

Remove restrictions on use of NetRestrict / NetInfo files from
all services on Windows.
