    Windows: Cleanup .exp .res .manifest and others
    
    Fix the cleanup procedure to work when the tree has not previously
    been built.
    
    Delete .exp, .res, and .manifest files from the $(OBJ) tree.
    
    Perform cleanup on all language directories.
