    viced: Remove logging duplication
    
    In lots of places in the fileserver we were doing
        ViceLog(0, (x))
        osi_Panic(x)
    
    Remove this duplication by creating a new macro, ViceLogThenPanic,
    which does both of these in one fell swoop.
