    Windows: Remove fallback from GetCaps to GetTime
    
    If the file server responds to RXAFS_GetCapabilities with
    RXGEN_OPCODE the server is up and there is no need to fallback to
    RXAFS_GetTime.  Remove the code that performs the extra work.
