    afs: Remove dead prototype afs_osi_Alloc_debug
    
    There is no implementation of this function in afs_osi_alloc.c, or
    anywhere else in the tree, nor has there ever been; remove it.
    
    Inadvertently introduced by commit 0b807876f1d6
    fun-with-a-profiler-20040504.
    
    No functional change is incurred by this commit.
