    make-release: Remove tag creation from --tagpoint
    
    When --tagpoint is given, make-release creates a signed tag and
    pushes the tag to gerrit before building the release files.
    
    Tagging and pushing a tag to the upstream repository should be separate
    steps taken by a release manager, not a side effect of building the
    release files. Also, the gerrit URL and the tag options are hard-coded
    in the script.
    
    To avoid incorrect tags, remove the option to create and push a new git
    tag.  Keep the --tagpoint option in GetOptions, but print a warning that
    it is ignored.
    
    Update the script description in the embedded POD.
