[OpenAFS-devel] mkvers

The recent improvements to mkvers are definately better than it was - but it
looks like it still only updates that the first time you do the build after
running 'make links'.

It looks to me like the CML stuff updates every time. This seems to me to be
how the mkvers stuff should work for NOCML as well.
