The problem with just setting up passwd to use the PAM approach to AFS
password changing is there are cases where what you want is to set a local
password, and there are cases where you don't want to allow that. It's
very site-specific, and it gets ugly quickly.

Installing AFS kpasswd as (only) kapasswd generally would make people who
use OpenAFS as a drop in replacement for their IBM AFS rather unhappy.
