This is one thing that debian developers often have to fix, and at
least in theory send back upstream - you *can't* build a debian
package without some ability to do a DESTDIR- or prefix- changing
install, even if it means having your debian/rules manually copy out
the files from the build tree (doable if necessary but considered in
extremely poor taste :-)  So we have at least one mechanism for
*making* developers notice...
