I'd say it's a bug.  I'm currently in the process of rewriting all
the cell handling code in OpenAFS (afs_cell.c) and this is one of
the things I've fixed so far.  Incidentally, if you use dynroot,
this problem goes away (because the root.afs lookup is no longer
necessary).
