Overview:
1. Install all the OpenAFS server files
2. Copy /usr/afs/etc/* from the existing server
3. Following the normal directions for starting bosserver, configuring the
cell name, etc.
4. Bring up (presumably) just a file server

There are detailed directions in the AFS Documentation.  One section is
covers setting up the first machine in a cell, and another section covers
adding server machines to a cell.

Unrelated question to everyone else:

Back in the Transarc AFS 3.4 days, one could only have an odd number of db
servers in a cell, otherwise a quorum couldn't be elected.  If / when was
this problem solved?
