Is this the only server in your cell? If not, wait a few minutes before
starting afsd as the servers need to elect the sync server.

I've seen this strange behaviour in my cell after adding a new server
machine, all servers had to be restarted... but only the afsd on the servers
itself had problems mounting /afs.

Also make sure you have the /afs directory in your tree.
