[OpenAFS-devel] Adding an "estimate" function to vlserver

It's a bad idea to have the command suite support different functionality 
depending on different sets of compilation options. Sometimes it happens, and 
rarely it's necessary, but the "no matter where you go" nature of AFS is 
diminished every time such a decision is made.

It also complicates user documentation immensely.

If you don't think the "estimate" functionality belongs in vos, consider 
building a standalone command to drive it, or wire Amanda directly to the RPC.
