[OpenAFS-devel] error afs-newcell

For some reason, vlserver can't get quorum.  You're setting up a
completely new cell, right?  There are no database servers in the cell
other than this host?

There may be some useful error messages in /var/log/openafs; on the other
hand, there might not be.  It may just say waiting for quorum election.
