That's moderately painful for me.  It'd be a lot more painful if I lived on 
the west coast, and a lot less if I lived in europe.  However, I don't 
think this is avoidable; if you want a time accesible to "normal" people in 
both of those places, you're pretty much limited to something around then 
or perhaps an hour later.

I would suggest that we agree to meet at 1600 UTC, rather than at a time 
which depends on when a particular region of the world starts and stops 
summer time.
