It looks like there's a mis-merged chunk in that file. I suspect that  
code hasn't worked properly since it landed in the tree. I'll push a  
fix into gerrit shortly.

cache-bypass almost certainly doesn't build in 1.5.66, FWIW - there's  
a fix for this already in the tree.

Such are the joys of configure options :)
